Nav panel width + Valentus 2.0.24

Hub brand CSS was painting a full-height wash on .nav-container / .nav while Valentus painted a second elevated surface on nav.nav-menu. That stacked look made the tree look like two nested containers.

Valentus 2.0.24 also stops the menu panel from shrink-to-fitting past --adt-nav-width, so long nowrap labels scroll inside the column and edge fades can engage.
